Overview

NEP Estimator is a free web tool for estimation, rate analysis, report preparation and district rate search in Nepal. It builds an estimate from government norms and approved district rates, so you don't have to set everything up by hand in Excel.

It is made for engineers, overseers, sub-engineers, contractors, valuators and students, or anyone who prepares an estimate or a rate analysis.

What it runs on

The rate analysis follows Government of Nepal norms from DOR, DUDBC and NRA. It currently has 502 rate analysis items and approved district rates for 5 districts. You choose the fiscal year (FY 2081/82, 2082/83 or the latest FY 2083/84) and the district, and the rates load into every item. If your district or item isn't listed, enter a custom district rate or a custom item and work with that.

Where it works

There is nothing to install and no account to create. It runs in any browser on a computer, phone or tablet, and keeps working offline once it has loaded. Refreshing the page won't clear your estimate.

Rates and norms here are for estimating and reference. Confirm the final figures against the current official rate for your district before using them for tender or billing.

Getting Started

You can prepare a full estimate in five steps.

1. Choose the fiscal year and district. Set the Fiscal Year and District at the top left. The District Rate Search box helps you find a district fast. Whatever you pick loads into every rate analysis item.
2. Find the work item. Under Work Item, pick a Norms Source (like DOR or DUDBC) and a Category, then search in Item / Norms Code. The search takes any keyword, so you can just type "concrete" or "painting".
3. Check the rate. The rate analysis shows up under Quantity & Rate. Switch Fixed to Editable to change it, and use View Image to see the item you're working on.
4. Enter the quantity. Type a number, or a formula like 5*5 (which gives 25). For a full take-off, click Calculate to open the Quantity Calculation tab.
5. Add it to the estimate. The item moves into Estimate Items. Keep adding items to build the estimate, then use Preview and export to PDF, Excel or Word.

Tip: your work stays on the device, so closing or refreshing the page won't lose it. Versions are also auto-saved every 10 minutes.

Features & Tools

Estimate items

• Fixed / Editable: switch to Editable to change an item's description, quantity, unit rate, or the rate analysis itself (the RA button).
• + Add Custom Item (in Editable mode): add something that isn't in the database. Put in a unit rate directly, or build a rate analysis from scratch with RA.
• + Add item (Contingency, Discount, etc.): add adjustments after VAT.
• MODS tags mark what you changed: D for description, UR for unit rate, RA for rate analysis, NA when no district rate was found, and xVAT for a Provisional Sum left out of VAT.

VAT and Provisional Sum

VAT is 13% by default. You can change it from settings or from individual item edits. If a unit is PS (Provisional Sum) in estimate, VAT isn't added again, since a provisional sum already includes it.

Settings

Switch the report type between Estimate and Valuation. Change the VAT % and the Contractor Overhead (applied on the A+B+C total). Set the overhead to 0% for Users' Committee work, where no contractor overhead applies.

Top toolbar

• Save: writes your project to a .JSON file you can re-open or send to someone.
• Import: opens a project you saved with Save.
• New File: clears everything to start again (it warns you first).
• Preview / PDF / Excel / Word: Preview shows the Estimate, Quantity, Resource and Rate Analysis before you export.
• Versions: auto-saves every 10 minutes (you can change the interval) and lets you restore an earlier version.
• Heading: add your organization's heading to the exported files.
• Calculator: a small calculator for quick sums; copy a result and paste it where you need it.

Checking your figures

• A resource summary for materials, labour and equipment.
• An image preview for items.
• Every rate analysis shows its code reference, like 4 [DOR] (1201 (12.1 B)), so you can find it in the rate analysis book.
• District rates show a table/serial number you can match against the district's approved rate. This makes it easy to catch and correct any mistake.

Rate Analysis

Rate analysis splits the cost of one unit of work into material, labour and equipment, using the norm and the district rates.

How it works here

• Each item carries a norm, the quantity of each resource needed per unit.
• Each resource is priced from the district you selected.
• Quantity times rate, added up across all resources (with overhead from settings), gives the unit rate.

Working with it

• Pick the norms source (DOR, DUDBC, NRA) and category, then the item.
• Switch Fixed to Editable to change resources or rates, or click RA on any estimate row to open its analysis.
• Load the same item under different districts to compare rates.
• The code reference on each analysis lets you verify it against the official book.

You can also build a full custom rate analysis for an item or location that isn't preloaded.

District Rates

A district rate is the approved price of materials, labour and equipment for a district. Rates differ from district to district because of transport, availability and the local market, so an estimate always starts from the right district's list.

Using them

• Choose a fiscal year and district, and the rates load into every item.
• Use District Rate Search to find a rate quickly.
• Each rate shows a table/serial number you can check against the district's approved rate.

Coverage and custom rates

Right now there are 5 districts, with rates for fiscal years 2081/82, 2082/83 and the latest 2083/84. More are being added. If your district isn't there, choose Custom (No District) and enter your own rates.

Resources

Reference files, templates and other downloads are kept in a shared Google Drive folder. New files are added there as they become available.
